I bought a cheap notebook a couple of years back, it's an Acer Aspire 4315 & it comes with Vista Home & a 7200RPM SATA Drive, as well as a Dual Core P4 & after upgrading the ram it has 2 gigs, So I feel I'm qualified to say that I gave Vista a fair…

Price would most likely be the only reason to build your own Notebook!
However the location of parts at a viable price is the most foreseeable obstacle.
ie:
Case, Mobo, Ram, CPU & HeatSink-Combo at a savings that would make it worth doing.
