Thanks Joel. Since the widget I want is an installed plugin that does not provide the code here is what I did.
I was not using the Widget top bar for anything so I copied
the code for it from sidbar.php and placed it on home.php

in the Dashboard, click on WicketPixie at the bottom left, then click on Home Editor and there a a few widgets you can enable and put you own in Custom Sidebar Code.

Its not really tage line so much as the space next the the avitar right? Im pretty sure that all I did to get that working was to add my twitter username to the wicketpixie settings.
