Depends on what you want the machine to do really. From what i've been told, for gameing as an example, the faster cpu speeds of the dual cores would be better, the exception to that being the i7.

have you tried safe mode
try going into bios
might be a virus if you can try doing a boot scan with avast
try booting into a live cd if you can that way you would know if it is your computer or windows
