I see what you're saying. I can add my comments to Windows Explorer for some files (xls, jpg,...) but not others (txt, folders,...).
Sure would've been nice for M$ to not keep us guessing when it can be done but no doubt somewhere out there…
Oh, you use Vista, those instructions were for Windows XP - where it actually worked.
But this does not work for all files like it did in XP - in Vista it mostly works with Photos and Pictures:

I've seen this reply before, however on my VISTA/sp2 upon right-clicking as you suggested THERE IS NO SUMMARY TAB ! So maybe the question should be why do some folks have a SUMMARY tab and others do not?!?

I am glad you asked, it is pretty simple.
1) You right-click the file that you want to add comments to and select properties.
2) Click the Summary tab and type your comment in the comment window.
3) Hit Apply and OK - you are done.
In Windows Explorer if you right-click on the column titles there are many more columns you can add. I'm interested in adding a COMMENTS column so I can type in my own memory-jogger for the purpose of a folder or file.
