Have you used the disk checker on ubuntu's boot disk? I might actually suggest wait until 9.10 comes out, as that is coming out soon. It might be as some people said, the CD/DVD drive, as emachines sounds pretty cheap. Also when you burnt the disk...

Emachines...I remember I had a P4 on an Emachines motherboard, couldn't get Ubuntu 7 to run at all. Emachines = Ubuntu's worst enemy. Lol.

That all depends on if you have a processor capable of handling 64 bit or not. If you are unsure just use 32 bit. I would install 9.04 if I were you, it is more up to date.

its dvd try using alcohol and a q-tip then let it dry for like 10 minutes or try downloading the alt install cd/dvd or try downloading the "ubuntu ultimate edition"

You should be fine looking at both your systems and ubuntu's requirements of which are really low. so there are a couple of possible reasons for why this is happening the burned disk is faulty and you should burn another at the slowest speed poss...
