Well, it depends on what you call Average connection. You Tube Has a feature where you can Upload videos to HD quality Which is about as close as you can get to the raw file. HD is usually slow and hard to load on most connections. Another thing the quality of the video depends on the person who upload the video. If the raw File is bad quality than even HD will be bad. So really its when will people start uploading videos in DVD quality.

my definition on hd:
where you can't see any pixels on a 1280 x 1024 screen resolution
and has a 30 frames or higher frame rate

or

the quality that you get when inserting a commercial dvd :)

average is now 500KB/s connection

i could do a do-over of this question with blue ray :p
