No, just give it a good cleanup. Regular maintenance will keep your boot times fast. Google how to clean up accumulated trash and startup items. My Dell is nearly 3 years old and still boots in 35 seconds because I keep it cleaned out.

My better computer isn't used as much and is shut down when I am done with it. My netbook is always on (until it really really needs to restart, which is hardly ever) because my netbook is a bit faster and just small and more convenient. My dell boots in about 35-45 seconds... sometimes longer on a bad day, my asus eee pc boots in 25-30 seconds.
I re-boot only after software up-dates or when it is getting slow...Other than that it is put in stand by where every thing is off but when you hit the power button it wakes up to right where you left off...
Whenever a system update requires it. Usually 3 to 6 months. :) In the off chance I get something hosed, it can be sooner, but I'm obsessed with uptime. :)
It takes about oh, on average, 20 seconds to fully boot my G4, and 15 or so for my G5. My MBP takes quite a bit less, but I couldn't be entirely accurate on timing. I should try that the next time I reboot them. (My MBP has lots of external drives hanging off of it too, which you'd think would retard boot time.)
I only reboot (as in turn the system off then straight back on) when there are updates or software that requires a restart. I shut the PC down every night and switch it back on nearly every morning...
It takes about 20 seconds for my PC to boot and about 40 seconds for my laptop to boot. :)
